Mr. Kroop has more than 40 years of experience in economic and community development. Over the course of his career, including 20 years as Director of Economic Development for the Town of Hamden, CT, he has overseen more than $150 million in projects supported by federal, state, and local funding.
Mr. Kroop specializes in building effective public-private partnerships and managing statutory requirements related to environmental assessments, finance, labor compliance, procurement, and Equal Opportunity. He leads multidisciplinary teams that include architects, engineers, and planning and environmental consultants.
He has extensive experience with federal and state redevelopment programs, including those originating under the Environmental Protection Agency, Economic Development Administration, and Department of Housing and Urban Development, as well as Connecticut initiatives such as the Flex Program, Low Income Housing Tax Credits, CHAMP, Urban Act, Manufacturers Assistance Act, STEAP, and brownfields funding. His work spans all stages of project delivery, including land use planning, grant writing, ABCA coordination, and public engagement. Mr. Kroop has also developed and managed local incentive tools, including tax credits, small business loan programs, and historic preservation support for various projects.
