Redevelopment of Superfund Site - Front Royal, Virginia.

Vita Nuova was instrumental in the successful redevelopment planning of the Avtex Superfund Site in Front Royal, Virginia. The 400-acre site was a former synthetic fibers manufacturing plant which once defined the economic vitality of the community. Located in the center of town, the site had become a major stumbling block to economic revitalization of the town.

A vision for the reuse of the property was created through a partnership between the local Economic Development Authority (EDA) and the responsible parties at the site. Vita Nuova helped develop a strategy for coordinating the cleanup, demolition and reuse with local stakeholders. Vita Nuova worked closely with the lead PRP, FMC Corporation, the EDA and USEPA Region 3 to implement a reuse planning process with significant public input. This process was coordinated with the implementation of an EECA which allowed FMC to provide land-based remedies for most of the lagoon materials, as well as demolition debris from the plant, significantly reducing costs and long-term liabilities at the site.

Vita Nuova also supported efforts to raise nearly 18 million dollars for demolition of nearly 40 acres of buildings and a power plant through federal appropriations. By helping the local Economic Development Authority present their expertise to state and federal officials, including Senators Warner and Robb, as well as Congressman Wolf, the project was able to obtain the funds and clear the way to redevelopment.
