Using Zoning to Increase A Municipal Tax Base, Optimize Land Use, and Structure the Public Realm - May 21, 2010

A new approach to zoning encourages the protection of open space, the strategic location of denser mixed-use development and equitable infrastructure investment. Believe it or not, opportunity abounds when a municipality is "built-out!" It is possible to make land more profitable for a property owner and a municipality.

Sustainable development starts with creating the "big vision". What criteria should be used to develop that plan? How can structures positively contribute to the formation of the public realm? How do you determine where to actively preserve open space? What tools are available to encourage development that can adjust to changes in market demand? How can you increase your tax base? Where can you provide housing options for your children and your aging parents? Is it possible to integrate infrastructure improvements, quality design, mass transit, community gardens and economic start-ups in one development?

About the Presenter:

CIMG0679MA15540975-0004.jpgLeslie A. Creane, AICP is the Director of Planning and Zoning for the Town of Hamden, Connecticut. She received a BA in Industrial & Labor Relations from Cornell University and an M.Arch from the Yale University School of Architecture. Leslie is the primary editor of the first blended Form- and Use-Based Zoning Regulations in the State of Connecticut. She has been a guest speaker at numerous conferences on Smart Growth, Urban Design, Brownfield Restoration, Sustainable Development and New Urbanism. Trained as a community organizer, Ms. Creane has also held positions as an urban designer, architectural designer, project manager, and housing policy analyst. She has been a Teaching Fellow at Yale University and an adjunct professor at the University of New Haven. Ms. Creane has been a guest juror and lecturer at the University of Bridgeport, Southern Connecticut State University, and the University of Hartford. She was an executive board member for Habitat for Humanity; and a juror at the Yale School of Architecture. As an architecture student Ms. Creane was the lead architectural designer on an Inter-Disciplinary Community Development Team for the Chase Bank Urban Development Competition, which won the first place, and was awarded a $25,000 grant allowing continued work on community development and urban design projects in New Haven.
